It doesn't work on Stella either because she doesn't care if you are throwing the ball. She isn't interested in it unless Sparky wants it.
The old pretending to throw the ball trick never works on Sparky! Our previous dog was a rottweiler, and he fell for it every time. He would always go look for the ball.
